Lisa-ann Fraser

currently serves as the Secretary for the Board of Director for the Barbados Renewable Energy Association she is qualified as an Attorney-at-Law in Trinidad & Tobago, Barbados and the State of New York. Lisa-Ann holds a Bachelor of Laws (LL.B) degree from the University of the West Indies and received her Master’s degree in Energy, Environment and Natural Resources Law (LL.M) from the University of Houston Law Center where she was awarded a distinction for her thesis on ‘Economic Regulation of Electricity Markets in the Caribbean with a focus on Sustainable Energy’. Lisa also possesses a LL.M in Legislative Drafting. By infusing her legal career with specializations in energy and legislative drafting over the last 10 years, Lisa-Ann has built a successful niche career focused on energy reform.

Ms. Fraser brings strong regional experience advising clients from multiple CARICOM Member states on sustainable energy strategies. Before starting her own consultancy, Lisa gained extensive experience in the public sector, including working as the Senior Legal Advisor on Energy Policy and Planning to the Government of Trinidad and Tobago in the Office of the Attorney General, and with the Ministry of Energy in the development of Trinidad and Tobago’s laws relating to sustainable energy. She also served as a lecturer on ‘Environmental Strategy, Law and Conventions with focus on Sustainable Energy Development’ at UWI’s Arthur Lok Jack Graduate School of Business in Trinidad & Tobago.

Ms. Fraser’s academic and professional development is driven by the desire to assist in the continued development of a sustainable energy platform by giving special attention to the delicate balance between the environment and developmental concerns. From project development agreements to renewable power purchase agreements to climate change policy, her areas of expertise are vast and span geographic boundaries.
